Happy New Year: Nepal Sambat, Rastria Sambat !

Today, basically people in Kathmandu Valley marked new Nepali Era Nepal Sambat 1129.  This Era is based on lunar calender and started 1129 years befor when a person known as Shankhadhar Saakhwa paid back loan of Kathmandu’s poor.

This day was celebrated different ways since 4 decades. I myself has been participating since 25 years. At those days, we were maximising the celebration as a Day for Protest against the then autocratic rulars. And demand was Nepal Era should be recognised as National Era instead of Bikram Era. I seek PM’s answer

I guess those non-Nepali speakers certainly felt uneasy seeing my feeling in devnagari script. I thought, am not doing justice myself. The Nepali version all about my 5-minutes speech in Constituent Assembly. Subject was comment on Government Policy and programme.

My speech was supportive however bit in critical line. I was exhibiting my double face… supporting policies as per my Party line, which is second largest group in rulling coalition. I was definitely critical that the programme and policy was not looks like a programme presented by a Communist dominated rulling group. संविधान सभामा नेपाल सरकारको नीति तथा कार्यक्रम माथिको टिप्पणी मा मैले निम्न कुराहरु राखें । यसलाई म क्रमश राख्दै जाने योजनामा छु ।

सभामुख महोदय,

सर्वप्रथम बाँधा श्रमको अवशेषको रुपमा रहेको हलिया प्रथाबाट हजारौं नेपाली श्रमिकलाई हालै मुक्त गरेकोमा ट्रेड यूनियन पृष्टभूमिको सभासदको नाताले नेपाल सरकारलाई बधाई तथा धन्यवाद ज्ञापन गर्दछु । मुक्त हलियाहरुको पुस्थापनाको मामिलामा हुनसक्ने अव्यवहारिक फेन्टासीप्ति सचेत रहन आग्रह गर्दछु ।

Interestingly, I found comments from known and unknown persons on my blog! I was infact not expecting this. The reason, my blog was just under construction and I thought who will visit blog of poor Bishnu! My thinking was not correct, I felt-”people are watching me from different corners!” Thus, I feel here as well- one more responsibility has added on me!

I will certainly give continuity on it!

Let me express my desire… I will post my feeling in Nepali as well and that will be perhaps related to my performance in Constituent Assembly.

Following the adoption of the long-awaited Constituent Assembly Members Elections Act, the on-going discourse on ‘deconstruction’ and ‘reconstruction’ has taken a new turn in Nepali consciousness. As per the Act, it is expected that Nepali society will be six-sector-divided ‘inclusive’. As such, Nepali people’s representation in the Constituent Assembly will, on the basis of the 2001 population census, be Madhesis-31.2%, Dalits-13%, Janajatis-37.8%, Backward Areas-4%  and Others- 30.2 % for the 240 seats set aside for proportional representation.

On Trade Union Movement and IR

a)      How do you assess present labour movement in Nepal?

Generally we have four trends in our trade union movement- i) the unions recognised and legalised by the trade union act of 2049, ii) unions appear time to time as the labour outfit of different political parties, iii) associations of employees running as the frontal organisations of various interest groups and iv) union emerged as the by-product of the decade-long insurgency. Combining activities of these all you can name it as the “labour movement” of Nepal. However, present state of our movement is fragmented- we are just being able to unite these forces issue-wise only. Such unity has also multiple folds- GEFONT along with NTUC, has formed a joint board in order to promote One Union idea; DECONT is with us in issue-wise activities. Remaining political groupings are in a loose-type of common platform. However, we are very much dreaming of “One Union-Umbrella” combining all in post-transitional period.
